Cost Engineer III

The successful candidate will have proven experience working as a Cost Engineer or in Project Controls with a focus on assisting Project Managers and Business Lines to monitor, manage, and forecast costs (i.e. budget, actual, commitments, contingencies, earned value, etc.). The client uses Excel predominantly for data analysis so a strong proficiency using v-look ups and complex functions is required.

Duties & Responsibilities:

Essential Duties:

  • Develop project budget and forecast including short-term and long-term forecasts and expenditures. This includes the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
  • Reports to assist Project Managers and business partners to monitor, manage, and forecast costs (i.e. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis) for assigned major and/or multi-year project(s) and/or programs or in response to internal or external data requests for assigned major and/or multi-year project(s) and/or programs.
  • Lead or oversee the preparation and documentation of the Basis of Estimate (BOE), methodology used, and estimate details consistent to acceptable department standards and project/program requirements. All estimates/BOEs must be complete and comply with applicable SCE guidelines and industry best practices.
  • Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact).
  • Formulate or implement project controls policies, standards, or operations procedures. Perform quality assurance or reconciliation tasks following established techniques and procedures. Identify and/or lead process and service improvement opportunities on matters of significance to the business.

  • A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate
  • Typically possesses 4 – 7 years experience in cost controls/management
  • Expert level experience with Microsoft Excel including complex functions (v-lookup, h-lookup, index match, macros)
  • Demonstrated knowledge, ability and experience with Project Controls software (e.g. Project, Primavera and Contract Manager)
