Construction Site Representative

Location: Santa Ana, CA


Under the supervision of the Construction Site Representative Supervisor (DHS Consulting) and the functional direction of the Construction Project Manager (Southern California Edison), the Construction Site Representative (CSR) provides direct on-site management of contracts on assigned Electrical Substation Projects. The Construction Site Representative (CSR) is responsible for overseeing all construction related activities, including new construction, retrofits, repairs, testing, inspections, and equipment retirements within SCE Substations. The CSR's initial responsibilities are to understand, administer, and manage the proposed contract that exists between the client and 3rd party contractor. CSRs must have a working knowledge of construction management policy and procedure, as they apply to their assigned projects. When a substation construction project is assigned to the CSR, it is his or her responsibility to actively manage the following aspects of the project throughout the construction phase:

  1. Safety
  2. Quality
  3. Compliance
  4. Schedule
  5. Budget
  6. Contract with the vendor/contractor

Services may include quality control, planning, and the management of multiple projects over multiple disciplines. Outlined below include, but not limited to roles and responsibilities of a CSR:

  • Coordinate directly with a wide range of project stakeholders to ensure a successful completion of the project (safely, on schedule and within budget)
    • Project Stakeholders: Project Management, Quality, Safety and Environmental Inspectors, Operations, Maintenance, Test and Telecom Supervisors and Crews, Engineering Teams (all disciplines), Grid Control Center, and Material Coordinators, Corporate Security
  • Provide functional direction/interface with Electrical Checkers and Observers
  • Prepare/review project specific Inspection Plans, administer SCE Quality Inspections and support the QC Department to ensure compliance with SCE Electrical Construction Standards
  • Manage/provide inspection on assigned projects per approved Inspection Plan
  • Manage/provide requests for material deliveries
  • Generate daily and weekly reports, schedule reviews and updates Initiate/prepare Requests for Information, Non-Conformance Reports and Field Change Orders or Trends for approval and processing. Review, evaluate, make recommendations and process requests for overtime and schedule extensions
  • Insure compliance with SCE Environmental Health & Safety requirements
  • Provide safety oversight for the project and keep Project Manager well informed of potential problems and make appropriate recommendations.
  • Understand contract language and be capable of reconciling minor disputes relevant to the contract
  • Competency in the review of Electrical, Civil and Structural Drawings for the evaluation of work scope, resource allocation, and scheduling with the ability to convey this information to the client's responsible department
  • Responsibility for the oversight of all construction, administration, and operational activities with minimal assistance from the client's agent
  • Proficiency in Microsoft Office Suite (Level II)
  • As-built verification


  • 4-year degree in relevant field (Engineering, Project/Construction Management, Business, etc.)
  • Minimum 1 - 3 years of equivalent work experience (utility scale electrical construction projects (Military service will be taken into consideration)
  • Excellent understanding and knowledge of safety, best management practices, and phases of construction work
  • Self-motivated and self-sufficient with an ability to multitask in order to complete the above-mentioned responsibilities
  • Responds well to constructive criticism and able to quickly incorporate client/supervisor feedback
  • Comfortable with public speaking
  • Ability to manage multiple personalities and communicate your client’s expectations regarding all aspects of the construction project (safety, quality, schedule, budget, etc.)
  • Eager to learn and able to consistently expand your knowledge base
  • Proactive, with a sharp focus on attention to detail
  • Ability to meet schedule and deliverable deadlines (time management)
